The Franklintown Community Association, Inc.

serving Franklintown in Baltimore City and Baltimore County since 1970

invites you to join in working to improve the quality of life for all the people

in our neighborhood.

Our Area

Franklintown is bounded on the west by the cemeteries and Security Boulevard, on the north by Dickeyville, and on the south and east by Leakin park.  We are one of the few community associations with both City and County members, including historic Franklintown, Kernan Hospital, Windsor Dale, and Windsor Terrace.

The Association

The Franklintown Community Association was formed in 1970 to counter the threat of additional development, to serve the needs of the community as a forum for discussion, and to advance community interests through collective action.

Purpose (from the bylaws)

The purpose of the Franklintown Community Association, Inc. shall be to eliminate prejudice and discrimination; to defend human and civil rights; to combat community deterioration and eliminate neighborhood tensions; to maintain, improve, and protect the area; to enhance the quality of life for all in the community; and to promote such other purposes as shall be of general concern to the members.

An Opportunity for You

If you see the need for an additional program, you are invited to step forward.  We have no paid staff -- all work is done by volunteers.  Your help and ideas will be welcomed.

Advantages of Membership

  • You participate in decisions which affect the community.

  • You support the activities of volunteers working to improve the community.

  • You become eligible for election to the Board of Directors.

  • You receive the newsletter and announcements.

Our Programs

We have a variety of programs to meet various needs.

  • We have two or three general meetings each year to present information and to provide opportunities of neighbors to met each other.  These meetings at Kernan Hospital are open to all, non-members as well as members.

  • We publish a newsletter several times a year which goes to all members.

  • We work on public safety issues such as crime prevention, drug abatement, and traffic calming.

  • We have a Citizens on Patrol (COP) program.

  • We work to remove the four billboards on Dogwood Road and to encourage a moratorium on them in the future.

  • We work to have illegal signs removed.

  • We are working on stream restoration.

  • We hold fairs for children.

  • We have neighborhood stream cleanups in both city and county areas.

  • We support the Carmine Avenue Community Garden, winner of three first prizes in 2001 and others in 2002.

Our Successes

Examples of success include:

  • participating in the effort to stop I-70 in Leakin/Gwynns Falls parks;

  • obtaining the installation of speed bumps and additional stop signs;

  • supporting improvements in traffic patterns at North Forest Park Avenue and Windsor Mill Road;

  • representing community interests in the Kernan Hospital expansion, leading to protecting views of the historic mansion, reducing tree removal, and improving architectural compatibility;

  • supporting the installation of community signs on Forest Park Avenue and Dogwood Road;

  • lobbying for billboard removal (and obtained denial of zoning requests for billboards on Dogwood at Woodlawn Drives).

Assets

Our area is blessed with a great natural beauty, a stream, several churches, a wilderness park with hiking trails and a nature center, a model steam railroad, access to libraries, shopping, public transportation, recreation, and, best of all, a variety of interesting, talented people willing to work together for a strong community.
