Minutes of November 20, 2003

Call to Order 7:40PM by Pam Cheeseboro
Introduction of Board Members
Introduction of Guest Speaker Edward Massagli of Dickey Hill Elementary Middle
School.
Mr. Massagli introduced to the community Dickey Hill's mission and vision of becoming a magnet school with a campus that extends to include the Gwynn Falls Trail. Their focus will be Environmental Science. Among partners mentioned were Gwynn Falls Trail and The University of Maryland.
Community partnerships were encouraged and Mr. Massagli presented the community with a pledge statement.
Introduction of Major Owens of Baltimore City Southwest District.
Major Owens presented herself as the commander of the Southwest District. She introduced the community to the police strategy to improve the immediate quality of life for residents through prioritizing of 911 calls and a focus on lottery in an effort to force the open-air drug dealing off the streets.
Major Owens also took questions from the floor.
A question from the floor inquired to the timetable of a security camera that was scheduled to be placed in our
community. The Major was familiar with the project but deferred the question to Bill Eberhart who is more intimately
involved with the project. Mr. Eberhart stated that currently some technical issues with
BGE were being worked out and it was expected the cameras would be up and running in a month.
Treasury Report - George
The balance as of November 1, 2003 was reported as $1,729.86. There was
an exception to the amount recorded as the profit from the flea market. The exception was noted by the treasure to be correct on the next report.
A written statement was provided for all in attendance.
Treasurer also announced his intention to resign this position.
Web Site - Thomas Merkle/Linda Aydlett
Tom and Linda reviewed the highlights of the current web sight and the future technical possibilities.
Change of Traffic Designation of Old Ingleside Bridge
The assembly was presented with information from the office of Kenneth Oliver that the county was considering entering an understanding with
Baltimore City where the city would accept the maintenance responsibility of the bridge and would change the designation of the bridge to bicycle and foot traffic only to accommodate integration as an extension of the Gwynn Falls Trail. Jim W. Arford, PE. of The Baltimore County Department of Public
Works was present for insight on the change.
After discussion it was unanimous that the community opposed the change of the bridge designation to exclude vehicle traffic.
It was agreed a letter would be sent to Councilman Oliver's office with a CC to Helen Horton. Stating the community is supportive of the Gwynn Falls Trail project but opposed to closing the bridge to vehicle traffic but would support an easement and barrier for sharing the bridge with foot and bicycle traffic.
Introduction of Guest Speaker Dave Green from Baltimore County Department of Planning and Zoning
Mr. Green presented information on two current zoning issues in our community.
- Request for a variance of the zoning in the 5600 block of Windsor Mill Road and a later request for the change in the zoning designation. Currently the zoning designation is all residential the request is for the designation to be changed to
residential/business.
- Request by the Mill Stream Inn to extend their parking area.
Membership Dues Revision
The general member voted on a change in membership dues for 2004

Dues for 2004 will be $15.00 per household
(At the meeting it was announced that the vote resulted in the dues being $25.00 per household.
The information was read from the ballot incorrectly. The ballots are available for review if there are any questions.)
By-Law Revisions
All by-law revisions were reviewed. The change in Article VI, which provided for a
position on the board for the immediate past president was not accepted by the general membership and did not pass. All other changes with the exception of technical errors were accepted.
