The meeting began at 7:15 PM.

There was no Treasurer’s Report as the Treasurer was absent.

Old Business – A letter was sent to the Mass Transit Administration’s Director of Planning that laid out Franklintown’s support for the Red Line Mass Transit system. The Association supports Alternative 4C – light rail with underground downtown and under Cook’s Lane. We made it clear, however, that to maintain our support our community wants assistance from the MTA on 2 issues: 1) upgrading bus stops on N. Forest Park Ave. and a sidewalk for pedestrians who wish to walk to the light rail stop near the I-70 Park ‘n Ride; and 2) increased bus service or a shuttle loop between the I-70 light rail stop and Kernan Hospital to provide ready access to our community’s largest employer and neighbors along the way.

We discussed a number of issues that appear on our website as “TO DO” items for 2009.

General Meeting – We tentatively proposed a General Meeting for Thursday, April 16th, at 6 PM. We will try for Kernan Hospital but will seek another location if Kernan is not available. We will investigate if Kernan can assist us in providing refreshments. The theme could be “An After Tax Fling!”

Agenda items for the General Meeting may include:
     · Membership Drive before & at the meeting
     · Election of Officers for the Association
     · Meet and greet with elected officials and business owners in our community.
     · Invitation of neighbors living in local apartments

Publicizing the event:
     · We have large vinyl signs that can be posted at the gateways to Franklintown
     · Flyers to distribute via walk-around and in local businesses

Herb Festival – We spoke of setting up an FCA information table at the Herb Festival. Details to follow.

Community Celebration & Fundraiser – We have spoken of having a celebration and fundraiser and have some good ideas. Leakin Park is an obvious location and with adequate lead time we can make those arrangements and hopefully have some of the costs waived. Timing is a challenge. A Saturday in June has been suggested but we need to be aware of graduations.

Dickey Hill Elementary / Middle School – Jean O’Donnell has volunteered to serve on our community school’s ‘School Improvement Team.’ This is great news because FCA has been searching for a community liaison with the school for a long time. Thank you Jean!

Friends of Gwynns Falls Leakin Park – Hope Godish has served as Franklintown’s representative to this important group for a number of years. She has been doing a great job but has expressed a desire to change her focus. We look forward to Hope’s energy and commitment in other community activities. We need a replacement on FOGFLP. If you are interested, call Hope at 410-448-2819, to see what’s involved.

2009 could be a big year for Franklintown:

  • We need to keep pushing for improvements along N. Forest Park Avenue.

  • We need to make sure our interests are met in planning for the Red Line transit system.

  • We need a community liaison with the Dickey Hill Elementary/Middle School.

  • Our Citizens on Patrol program needs to be rejuvenated, encouraging use of the gatehouse by City police, and re-connecting with County police programs that benefit our community.

  • A regular newsletter with input from across the community including (especially) youth.

  • Preserving and improving green space in and around our community.

  • Offering guidance to neighbors facing financial difficulties or foreclosure.

  • Supporting the Community Garden.

  • Planning a community fair.

These are some of the issues that we need to tackle if we hope to maintain and improve our neighborhood in these challenging times.  You may have other issues you are concerned about.

Please join YOUR COMMUNITY ASSOCIATION as we work to keep Franklintown the “Best Neighborhood” in Baltimore (voted Baltimore’s “Best Neighborhood” in the City Paper’s Best of Baltimore 2008).

Dear Ms. Ratcliff,

This letter presents the consensus position of the Franklintown Community Association.  We are the association that represents the neighborhoods of Franklintown, Windsor Terrace and Windsor Dale.  Our community straddles the City/County line along N. Forest Park Avenue between Security Boulevard and Windsor Mill Rd.  We represent almost 500 households and have formed a strong partnership with Kernan Hospital, a member of the University of Maryland Medical System that employs approximately 800 people.  Our community includes the Dickey Hill Elementary/Middle School, a number of apartment buildings and other community institutions. Most of our community lies within ½ mile of the proposed I-70 East Red Line station.  Our position on the Red Line Corridor Transit Study follows:

  1. The Franklintown Community Association supports construction of the Red Line, Alternative 4C, provided the following community needs are addressed: 
  • The Franklintown Community Association wants improved bus stops along N.Forest Park Avenue to support the increased use of buses to get to and from the proposed Red Line station at I-70 East.  We also seek support from the MTA for a sidewalk along 1 side of N. Forest Park Avenue to make the Red Line pedestrian accessible to community members who choose to walk to and from the station.
  • The Franklintown Community Association requests frequent bus service or some sort of shuttle service during peak periods on a loop from the proposed Red Line I-70 East station along N. Forest Park Ave. to Kernan Hospital, along Kernan Drive and back to the I-70 East station.  This is essential if the MTA hopes to tie in Kernan Hospital and community residents with the Red Line.
